Who We Are

ClimateWatch is a youth-led climate think-tank and operational office established under the Northern Citizen Community Board (NCCB) (NCCB), which holds Special Consultative Status with the United Nations Economic and Social Council (ECOSOC) since 2007. We serve the frontline and Indigenous communities of Gilgit-Baltistan and Chitral, Pakistan.

By combining scientific research, remote sensing data, and traditional ecological knowledge, we work to protect our fragile ecosystems, build adaptive capacity, and ensure mountain realities are represented at national and global decision-making tables.

Mission

To empower Indigenous and frontline communities through technical and knowledge partnerships — enabling them to lead climate adaptation, advocate for localized policy implementation, and harness local innovation to protect their heritage and livelihoods in Pakistan's mountains.

Vision

A Pakistan where youth and Indigenous communities are the architects of their own climate resilience — where mountain voices shape global climate policy, where traditional knowledge is valued alongside modern science, and where no community is left behind.

Our Mandate

As officially established by the NCCB Board Resolution, ClimateWatch is tasked with the following mandates:

Climate mitigation, adaptation, and resilience-building, with a specific focus on protecting Indigenous rights and frontline communities in Gilgit and Chitral

Executing MoUs and partnership agreements with national and international entities

Developing and managing project budgets under NCCB's financial audit protocols

Representing Pakistan's mountain communities at international climate forums, including COP and UN Summits

NCCB History

2007

Founding & ECOSOC Status

The Northern Citizen Community Board (NCCB) is established, obtaining Special Consultative Status with the United Nations Economic and Social Council (ECOSOC) to represent community development.

2012

Expansion to Gilgit-Baltistan and Chitral

Established community networks and field programs across the high-altitude Karakoram and Hindu Kush valleys to address glacial melt, water tables, and climate vulnerabilities.

2018

Youth & Climate Literacy Launch

Initiated capacity programs for youth-led organizations, laying the groundwork for systematic glacier literacy and sub-national climate advocacy.

2026

Board Resolution & ClimateWatch Office

On January 16, 2026, NCCB passed a formal Board Resolution establishing ClimateWatch as a permanent programmatic office with designated executive staff and direct UN ECOSOC forum access.
