Pakistan's first-quarter progress on its Nationally Determined Contributions reveals significant gaps in sub-national implementation, particularly in provincial climate finance allocation.

ClimateWatch releases its quarterly assessment of Pakistan's progress against its Nationally Determined Contributions (NDC) commitments under the Paris Agreement.

Executive Summary

Our Policy Advocacy team conducted a comprehensive review of federal and provincial climate governance activities during Q1 2026. The assessment reveals:

  • Federal NDC targets remain on track for 3 of 7 key indicators
  • Provincial implementation lags significantly, with Balochistan and Sindh showing less than 15% institutional readiness
  • Climate finance allocation has increased 12% year-over-year but remains unevenly distributed across provinces

Key Findings

  1. Renewable Energy Targets: On track. Solar capacity additions exceeded quarterly projections by 8%.
  2. Forest Cover: Behind schedule. Reforestation rates in KP have slowed due to contractor disputes and seed supply shortages.
  3. Adaptation Finance: Critical gap. Only 22% of adaptation-earmarked funds were disbursed in Q1, compared to 67% of mitigation funds.
  4. Institutional Capacity: Mixed. Federal MoCC has strengthened staffing, but 3 of 4 provinces lack dedicated climate change cells.

Methodology

This assessment uses ClimateWatch's proprietary Sub-National Policy Index, which evaluates 12 indicators of institutional readiness across all four provinces and three federal territories.
