ClimateWatch releases its quarterly assessment of Pakistan's progress against its Nationally Determined Contributions (NDC) commitments under the Paris Agreement.
Executive Summary
Our Policy Advocacy team conducted a comprehensive review of federal and provincial climate governance activities during Q1 2026. The assessment reveals:
- Federal NDC targets remain on track for 3 of 7 key indicators
- Provincial implementation lags significantly, with Balochistan and Sindh showing less than 15% institutional readiness
- Climate finance allocation has increased 12% year-over-year but remains unevenly distributed across provinces
Key Findings
- Renewable Energy Targets: On track. Solar capacity additions exceeded quarterly projections by 8%.
- Forest Cover: Behind schedule. Reforestation rates in KP have slowed due to contractor disputes and seed supply shortages.
- Adaptation Finance: Critical gap. Only 22% of adaptation-earmarked funds were disbursed in Q1, compared to 67% of mitigation funds.
- Institutional Capacity: Mixed. Federal MoCC has strengthened staffing, but 3 of 4 provinces lack dedicated climate change cells.
Methodology
This assessment uses ClimateWatch's proprietary Sub-National Policy Index, which evaluates 12 indicators of institutional readiness across all four provinces and three federal territories.
