Background & Context
Recognizing the escalating risks of glacial retreat, shifting precipitation patterns, and ecological disruption facing the mountain communities of Gilgit-Baltistan and Chitral, the Executive Board of the Northern Citizen Community Board (NCCB) hereby resolves to establish a dedicated operational entity to address these challenges.
Resolution Details
- Establishment — An operational office under the name ClimateWatch is established, tasked with executing climate mitigation, adaptation, and community resilience programs.
- Institutional Mandate — ClimateWatch is authorized to execute MoUs, build research collaborations, and represent the interests of mountain communities in international climate processes under NCCB's UN ECOSOC status.
- Governance & Staffing — The office shall be led by a Director of Climate Action, reporting to the NCCB Board of Trustees, with staff designated across research, local operations, and communications.
- Financial Administration — ClimateWatch is authorized to manage project budgets in accordance with NCCB's established compliance and auditing standards.
